State of Wisconsin might tweak project delivery

Wisconsin wants to simplify its rules for delivering construction
projects, but finding good reason, consensus or an easy solution is
as difficult as ever.
"Project delivery's always going to be an issue," said William
Babcock, executive director of the Wisconsin chapter of the American
Institute of Architects. "Where it may go or what might happen yet
is unclear, but if you can remove controversy, you try to do it."
Such controversy arose at a February state Building Commission
meeting when two projects planned for the UW System called for
multiple prime contractors. The projects were the $87.7 million
South Campus Union project at the University of Wisconsin-Madison
