Wisconsin construction industry mired in uncertainty

The economy is down, construction workers are out of jobs, and, for the second time in a year, the secretary's desk at the Wisconsin Department of Commerce is empty.

Gov. Jim Doyle keeps putting out the message that Wisconsin is a good place for business, but some industry officials say it's becoming a tougher sell.

"We did a survey of our board of directors just a month or two ago," said Jim Pugh, director of public relations for Wisconsin Manufacturers & Commerce. "With some of the answers I got, there was almost a sense of exasperation in wanting to improve the business climate here.
