Article: West Haven public session turns unruly

WEST HAVEN -- Public session deteriorated into a shouting match at the City Council meeting Monday, as residents and council members wrangled over public speaking rules. For the first time, residents wishing to address the council were required to sign-up before the meeting, a measure instituted by Council Chairman Joseph Cullen, D- 9.

The move was designed to return order to meetings, which often find council members the subject of personal attacks by residents.

For a fifth straight meeting, police were present at City Hall following reports that residents opposed to limits on public session promised to disrupt the meeting in protest.
