Liberal Democrats are considering quietly dropping their flagship
pledge to replace the council tax with a "fairer" local income tax.
Senior party figures privately fear their current tax plans have
put "all the eggs in one basket" and the money used to offset the
cost of the council tax changes could be better spent elsewhere.
Instead of the local income tax being a key manifesto promise,
reform of the council tax system would become a medium-term goal.
The move follows growing public concern and media focus on the
potential increased costs for working families designed to reduce
the burden shouldered by pensioners in funding local services.
