Matt Oubre of Luling has experienced the joys of high-occupancy
vehicle lanes -- in Houston. He recalls blissfully driving past
miles of gut-wrenchingly inert traffic in the Texas metropolis and
wishing the concept would take root in New Orleans.
The Louisiana Restaurant Association graphic designer commutes
daily to Metairie. Rising fuel prices have crunched Oubre's budget
and since he does not plan to move closer to work, he is open to
