WASHINGTON (AP) - The debate raged all day and evening, spilling
into the White House solarium, where President Clinton, his wife, his
lawyers and a few aides ignored their panoramic view of Washington to
toil over the speech.
Cutting through arguments against attacking Independent Counsel
Kenneth Starr in the presidential address, Hillary Rodham Clinton
finally turned to her husband and said, "Look, this is your speech.
You say what you want to say."
Debate over. Clinton had known for days what he wanted to say
when he talked about his relationship with Monica Lewinsky. He
wanted to bash Starr. So he went before the nation late Monday and
declared that the prosecutor's inquiry "has gone on ...
