Gordon Brown signed and ratified the Lisbon Treaty secretly and
hurriedly on July 16 before judgement was reached on his legal right
to do so.
The result of that judgement was announced later in Mr Brown's
favour. It was also announced the promise made by MPs in their
manifesto, for example, promising a people's referendum, was not
legally binding, no matter how often it was repeated.
