Canterbury is being proposed as the testbed for a possible water- trading scheme to stop the over-allocation of fresh water around New Zealand.

The New Zealand Business Council for Sustainable Development has spent two years and $300,000 researching the country's fresh-water problems and says most major catchments will be fully allocated within four years.

The council believes business opportunities will be stymied if that happens and that New Zealand has only 10 years to turn things around.

If its proposed trading scheme goes ahead, it will be open for commercial water users, including farmers and power generation companies.
