Wisconsin has two effective grassroots organizations designed to aid Wisconsin's natural resources.

Anticipating budget cuts in the mid-1980s, the Natural Resources Board of the Wisconsin Department of Natural Resources investigated private donations as an alternative source of funding. They decided a foundation was needed to serve as a conduit for private contributions to the agency. In 1986, the Natural Resources Board authorized departmental support for the creation of a natural resources foundation to support the goals and needs of the DNR.
