Article: Revival plans for St Albans

After years in decline, and with motorway wrangles, St Albans shows signs of rejuvenation. MIKE CREAN talks to residents trying to heal the wounds. Like the suburb it served, the library has long been in decline. It closed last year. The 130-year-old building lies empty.
