SIX new "mini-councils" to be created in Sandwell as part of a
local government shake-up will have no powers to make their own
policies, authority chiefs have admitted.
Each of the borough's six towns is to have a new committee with
pounds 100,000 to spend on community safety initiatives, as the
first
stage of Sandwell Council's response to a Government directive to
decentralise operations.
But opposition members last night raised concerns that confusion
would arise if the new bodies were given too much power.
Deputy Council leader Adrian Bailey (Lab, Rowley) said the
authority would keep the committees on a tight rein throughout the
two-year pilot scheme.
