SIX new "mini-councils" to be created in Sandwell as part of a local government shake-up will have no powers to make their own policies, authority chiefs have admitted.

Each of the borough's six towns is to have a new committee with pounds 100,000 to spend on community safety initiatives, as the first stage of Sandwell Council's response to a Government directive to decentralise operations.

But opposition members last night raised concerns that confusion would arise if the new bodies were given too much power.
