Last week Gov. Jim Geringer called the federal environmental law "probably one of the most frustrating acts of law that has been imposed on the people of America." He's right.

The governor says the law's chief enforcer, the U.S. Fish and Wildlife Service, is inadequately funded and seems to have changed its focus from helping species recover to seeking federal protection for a growing number of animals.

That's not totally accurate. Over the past decade the Fish and Wildlife Service has become more considerate of ranchers' concerns. The agency has struck agreements with thousands of landowners over wildlife recovery on each person's property and has a peer group of scientists review whether ...
