The North Atlantic Treaty Organization's eastward expansion has
become the central point at issue between Russia and Western powers
as Moscow keeps saying "no" to the U.S.-led military bloc's
determined enlargement plans.
The row between Russia and NATO member states began to boil when
leaders of the 16-nation alliance officially announced their plans
to
expand NATO eastwards at the Brussels summit in January 1994.
The enlargement plans, aimed at taking in former Moscow-led
Warsaw
Pact countries in Central and Eastern Europe, is regarded as a major
step by the West to consolidate their victory in the Cold War and to
