Liang Manhong, a village committee chairman in north China, was recently prosecuted for failing to hold timely village committee elections after his first term expired two years ago.

According to China's law, a village committee chairman has a three-year term of office. But Liang was elected as committee chairman of Yingxian Village in Shanxi Province five years ago, and has held the post ever since without holding another election as required.
