Panamanian Foreign Minister Ricardo Alberto Arias emphasized
Wednesday that there will be no United States military presence
remaining in Panama after 2000.
Arias' clarification answered remarks by U.S. Senator Jesse Helms
that the United States should try to continue its military presence
in Panama, though Washington agreed in 1977 to withdraw all military
forces from Panama by December 31, 1999.
