An Indian senior official said Thursday that the core issue for
India to accept any formal measure to restrain its nuclear
capabilities was its acceptance as a nuclear weapons state by the
nuclear weapons powers.
Giving a lecture on "India, Europe and Non-Proliferation" at
Jawahrlal Nehru University here, Jasjit Singh, director of the
Institute for Defense Studies and Analyses (IDSA), said that as India
was unlikely to join the Comprehensive Test Ban Treaty (CTBT) or any
