LUSAKA, December 26 (Xinhua) -- "When I come to power, there will
not be two sets of law, one for the leadership and one for the
citizens. If a leader transgresses the law, he will be punished,"
said Levy Mwanawasa, presidential candidate of the ruling Movement
for Multiparty Democracy (MMD).
Mwanawasa, a prominent professional lawyer, underscored the laws
should be respected. "Governance should be of laws not of men.A man
should not just wake up one morning and say this is law. No."
