OLYMPIA (AP) - A bipartisan House panel has endorsed plans for a
major new study of Washington's tax system, with nothing considered
off limits, not even a state income tax.
The House Finance Committee voted 6-2 on Monday for Senate-
passed legislation setting up an independent study of potential
improvements of a system that relies heavily on business, property
and sales taxes.
The system has remained relatively unchanged since 1935, with
most overhaul attempts involving unsuccessful efforts to get voters
to approve a state income tax. Washington is one of only seven
states without an income tax.
The study bill that passed the Senate last month said "most of
