Article: Bush, South Korean leader discuss North Korea arms

WASHINGTON - President Bush told South Korea's president on Wednesday that he would not immediately resume arms negotiations with North Korea because he questioned whether the country is living up to its obligations. "We want to make sure that their ability to develop and spread weapons of mass destruction was, in fact, stopped, they're willing to stop it and that we could verify that in fact they had stopped it," Bush said during a joint appearance with South Korean President Kim Dae-jung.

"I do have some skepticism about the leader of North Korea," Bush said.
