Leona Buzzard waited patiently for Sen. Jay Rockefeller at the
Cabin Creek Community Health Center on Wednesday so she could tell
him how her 10-year-old son was denied coverage by the Children's
Health Insurance Program. She handed him several pages from the
state Department of Health and Human Resources.
Paragraph after paragraph told her she was denied for programs
she had no wish to apply for.
Nowhere did the pages mention CHIP, the 82 percent federally
funded insurance program for children of working families.
Buzzard said she was turned down because her husband's $393
monthly disability check and her minimum wage job earnings put them
