Article: Teachers to throw out 11 per cent pay offer

SCOTTISH teachers last night looked set to throw out a pay rise offered by their council employers in exchange for radical reform.

The main unions indicated that they would reject a deal which would see the average teacher's wage increase by about 11 per cent over the next three years if they agreed to work longer hours and take on extra responsibilities.

A spokeswoman for Helen Liddell, the Scottish education minister, said the proposals reflected her agenda for modernisation in schools. Mrs Liddell will spell out her plans today when she publishes an education white paper which will use a "carrot and stick" approach
