The number of cases for judicial review has been growing over the
past 20 years or so as the public itself becomes more aware of the
legal process
THE resignation this week of Lottery Commission chairman, Dame
Helena Shovelton, following lottery operator Camelot's successful
application for judicial review, is an illustration of the impact of
the long-established, if sometimes misunderstood, legal remedy of
judicial review.
Camelot, the present National Lottery operator, you may
recollect, recently sought judicial review over a decision by the
National Lottery Commission to exclude it from consideration for the
