COMMENTARY
THIS week's GBP 75m public transport fund announcement from the
Scottish executive is a welcome step forward. It compares very
favourably with past levels of expenditure on public transport in
Scotland and should be treated as such.
However we need to stop and take a reality check on how ambitious
schemes such as a new railway service south of Edinburgh to Penicuik
and Light Rapid Transit (LRT) systems in Edinburgh are to be funded.
The executive is to be congratulated for paying for the
feasibility studies - but that's the easy bit. The real challenge
will be how to fund the substantial capital cost and possible
revenue subsidies.
