- If the Clinton administration compromises on the environment, maybe Congress needs to be changed. If Vice President Gore is known as a consummate environmentalist, President Clinton is certainly a consummate politician. And when his jobs bill stalled in the Senate, the president learned one important political lesson: Congress can block his initiatives and force him to compromise them.
