by Common Cause President Fred Wertheimer on the passage today of
the House campaign finance reform bill:
With the passage of H.R. 3 today, the House of Representatives
has taken a very important step forward in the tough battle
to reform the way our congressional campaigns are financed.
The key to the House-passed campaign finance bill is the
substantial clean campaign resources that are authorized for House
candidates in the form of communications vouchers to match small
