WASHINGTON, Dec. 16 /U.S. Newswire/ -- The three-member
independent Commission which at the request of United Nations
Secretary-General Kofi Annan conducted an independent inquiry into
the genocide in Rwanda during 1994, released its report at U.N.
headquarters in New York today. The full report can be found online

In receiving the report, Annan said that he had commissioned the
completely independent report because of the enormity of the events
which had happened.
He said that given that 800,000 people were slaughtered, "All of
us must bitterly regret that we did not do more to prevent it." He
