THERE'S a common theme underlying the Kanawha County Commission's
disputes with the Underwood administration.
Commissioner Duke Bloom articulated it earlier this year when
challenging an administration plan to take control of the Private
Industry Council of Kanawha County. So did Commissioner Kent Carper
last month in blasting the governor for not granting the county's
application for flood relief.
"Just like anything else with state government, we never get our
proportion of the share," Bloom told the Daily Mail's Richard
Peacock in March.
"Your defense undoubtedly will be as feeble as your past excuses
to the people of Kanawha County concerning other failures to fund
needed projects," ...
