It wasn't just about adding another $50 to the cleanup fee for the Charleston Alley Cats' games or about allowing a helipad in Kanawha City. It was about Charleston's future, its priorities and fairness to its residents and employees, Charleston City Council members contended.

Council members debating the helipad and the cleanup fee Monday loaded their arguments with symbolism. Some stood by their desks as they appealed for votes from their colleagues.

In two close votes, they decided to allow the helipad and approve a smaller increase in the cleanup fee.
