Plans for a new ice rink and a library, pay raises for employees and a $3 million rainy day fund are not the trappings of budget- strapped Charleston. But they are at a place right next door.

South Charleston officials say their city is actually in a period of economic growth. That's quite a different picture from the struggling capital city, which has considered laying off police and firefighters, closing two or three fire stations and shutting down neighborhood centers.

Unlike Charleston, there is no $1 million hole in South Charleston's $14 million budget.
