WEST Virginians treasure local control of education - at least what shreds of that concept remain to them. Naturally, they want some say about the schools their children attend.

But if county residents want some measure of control over their schools, they must assume responsibility for the quality of those schools as well. The state is now holding counties accountable for delivering a quality education, a move that is long overdue.

The Office of Education Performance Audits recently found McDowell County schools "seriously impaired." In a 144-page report, state inspectors criticized the county for:
