SEVENTY FIVE years ago a Tory Prime Minister was in trouble in the House of Commons. Andrew Bonar Law had just formed the "Who, Who?" Government, so called because no one had heard of most of its members. It was full of obscure peers, but weak in the Lower House. Rescue was at hand, however. You no longer need to worry about the Commons, the PM was told; we have found a chap called Pig.

The chap in question was Sir Douglas Hogg, later the First Viscount Hailsham and grandfather of the current Douglas Hogg. Once again, a Tory premier is in trouble in the Commons, but this time Douglas Hogg will not be a rescuer, but a liability: on Monday the Commons will debate a Labour motion of censure ...
