Northern Ireland Water is the most scrutinised company in the
province and probably in the western world, according to its chief
executive Chris Mellor. Those who have it in its sights include the
Consumer Council - one of the most effective customer organisations
in the UK according to Mr Mellor; the Utility Regulator, Iain
Osborne; the Environment and Heritage Service, the Drinking Water
Inspectorate; its paymasters, the Department for Regional
Development and the province's 108 MLAs.
Given that the company is the vehicle which will be used to
introduce hugely unpopular water charges - again deferred by the
