Article: Paper ballots clog county results

DAYTON -- The Montgomery County Board of Elections stopped issuing updates of its vote count on Tuesday, Nov. 4, until all paper ballots could be counted, board Director Steve Harsman said.

The board issued its last update at 10:05 p.m. with 45 percent of 548 precincts partially counted. That total includes none of the paper ballots cast on Election Day in those precincts. Harsman estimated board workers will have to count 50,000-70,000 paper ballots throughout the morning hours because state law prohibits stopping a vote count once it starts.
