Councillors have been accused of breaching local authority rules
by appointing a new chief executive for Cornwall County Council.
Kevin Lavery was appointed as the chief executive of the county's
new unitary council by the implementation executive (IE) which is
leading the change to the new Cornwall Council.
It was announced this week he was starting the job early and will
be chief executive of Cornwall County Council. But some councillors
have questioned the validity of the appointment and say it should
have been subject to a debate and vote by the full council.
Independent councillor Mark Kaczmarek said: "It should have gone
