1. BOB PARKER

Parker made the last power list at No 29 when he was a city councillor, but after winning the mayoralty last year he has jumped to the top of the list. Even before his election victory he had tasted political success. As the mayor of Banks Peninsula, he spearheaded the bid to amalgamate with the city and he chaired the successful Urban Development Strategy. On becoming mayor of Christchurch, Parker put his stamp on the job by declaring war on boy racers, but his tenure has also attracted controversy, notably over social housing rents and the Dave Henderson property purchase.
