SAN BERNARDINO - Years ago, two men of stature, a clergyman and a judge, were dismayed at the exodus of families to cities that seemed more upward bound, such as Redlands, Loma Linda, Yucaipa and Highland.

They made a vow to remain in San Bernardino and work to improve the city. They have changed jobs, but each still lives in the city and each reminds the other of their pact, and they work day and night to make their city a better place.
