Here's a glance back at 2008 and some stories that should - or
could - have been:
* State moves from election of judiciary along partisan political
lines to nonpartisan elections. Court system restructured with
creation of appellate court, allowing state Supreme Court to focus
on constitutional matters.
* Massey Energy, Consol Energy, Patriot Coal, American Electric
Power, WVU and Marshall University create a national clean coal
research consortium based at the South Charleston Technology Park.
* Consol Energy, Columbia Gas Transmission form an alliance.
Consol will build a coal-to-liquids plant on the Ohio River;
Columbia will build a pipeline to send liquefied carbon dioxide from
