The old neighborhoods of southeastern Lancaster City have a lot of potential, city officials believe.

What the area needs is money.

To help address the problem, city officials on Tuesday voted to expand the area of the Elm Street program, the state-funded program that targets urban residential areas for renewal.

The original Elm Street boundaries were set in 2004, said Randy Patterson, director of the city Economic Development & Neighborhood Revitalization department.

City Council members voted unanimously to extend those boundaries to the south, along South Queen Street and Strawberry Street to Dauphin.
