THE SNP last night tightened its grip on local government across
Scotland by winning a by-election that looks likely to hand them
control of the country's fourth city.
Nationalists are negotiating with the one independent councillor
in Dundee to allow them to wrest control of the local council from
Labour.
It is a major blow to Labour and to Gordon Brown, the Prime
Minister, who visited the city last week when it hosted the Scottish
Labour Party conference.
It will mean the SNP is in power in three of Scotland's four big
cities, forming coalitions in both Edinburgh and Aberdeen. In the
past year, the party has also seized control of Stirling from
