Why, when obesity is rising among children and adults in Derby, are we seeing problems with funding for sports facilities upkeep and upgrade?

Funding for sports facilities has been regularly reported in the Evening Telegraph recently, with grants of pounds7.2m for Darley Dales council to build a new leisure centre and grants to various other councils.

One must ask why Derby City Council cannot access the same capital project funds and why it finds it necessary to, year-in year-out, carry out costly reviews of its facilities.
