Article: $200M hole in transportation budget could be filled with 'congestion pricing'

Maryland's highways, unlike those in its northern neighbor states New Jersey and New York, do not have carpool lanes, save for four in the Washington metro area. And unlike in Singapore, Marylanders don't pay tolls to drive in high-traffic areas during peak hours.

But according to a report released Monday by the Greater Baltimore Committee, the state could help plug a $200 million transportation budget hole by instituting some form of "congestion pricing," a broadly defined transportation strategy that seeks to charge drivers who drive on certain roads at certain times.
