Article: Indecision leaves residents of development in limbo

DUBLIN -- Rhenae Keyes does not have next door neighbors at Arroyo Vista, the 150-unit public housing development she lives in with her 14-year-old daughter.

Keyes, like most of the tenants of Dublin's only public housing project, has empty units surrounding her.

The unit to the left of Keyes' four-bedroom home is vacant with boarded up windows and a dry patch of brown grass out front. The unit to her right is painted a dull pink and also empty, with tan plywood covering the windows. The small patch of lawn in front is dead.

"It's totally depressing," said Keyes, 49, about her neighborhood. "Arroyo Vista, the name itself is supposed to be 'good view.' There is no good view here."
