Article: Charter plan falls short, South San Francisco school district says

SOUTH SAN FRANCISCO -- The South San Francisco Unified School District likely will pass on a proposal to establish a Web-based charter program for kindergarten through 12th-grade students.

The board likely will deny the petition by nonprofit charter group Free World U because the plan fails to provide a sound educational program and other details, according to a district staff report. The board is expected to vote on the petition Thursday.

"I'm surprised," David Hall, Free World U founder, said of the staff recommendation. "I thought they were enthusiastic about it."
