PROVO -- The red cliffs looming above Provo are impossible to
miss. Climbers know Rock Canyon for its craggy trails and climbing
routes. Neighbors know it for its serenity and quiet, looming power.
Landowners know it for its financial benefits.
The mountain seems to offer something for everyone.
But that could change.
If property owner Richard Davis gets a conditional-use mining
permit, there go the winding trails and climbing walls.
Provo officials wince at the thought, but staffers have to
process Davis' pending mining request just like any other
conditional-use permit.
If Davis agrees to a land swap instead, agencies such as the
