At the state-controlled Rocky Gap Lodge and Golf Resort on
Memorial Day weekend, first-time visitors strolled the grounds of
the fully booked facility and enjoyed the shoreline of Lake Habeeb.
From that scene and from the attitudes of the guests, it might be
hard to believe that the resort, one of the higher profile projects
of the Maryland Economic Development Corp. (MEDCO), has struggled
for the past decade to gain financial footing as the state seeks to
create a resort hotel market in Allegany County.
Though Rocky Gap's operating performance has improved over the
last several years -- MEDCO says it now makes enough money to cover
