Chicago -- Director Michael Mann would have shot "Public Enemies" in Wisconsin even without the tax incentives that helped subsidize the film, he said in an interview Friday.

"I just don't think we would have been there as extensively," Mann said.

"We had six weeks shooting in Wisconsin. And that could have been one week" without the incentives, he said.

Bank robbery scenes in Columbus, a courtroom scene shot in Oshkosh and scenes set in Washington but shot at the state Capitol in Madison all could have been filmed in Illinois and Indiana, but the incentives allowed them to be shot in the state, said Mann, a Chicago native and University of Wisconsin-Madison alumnus.
