Article: Budget stalemate continues in Sacramento as state readies IOUs

By one lawmaker's account, the atmosphere in Sacramento on Tuesday night was "grim." On top of that, his colleagues on both sides of the aisle were "testy."

Perhaps for good reason.

For the first time in nearly two decades, state officials prepared to issue IOUs instead of cash. Almost assuredly it will happen Thursday if lawmakers fail to close the state's $24 billion budget gap by midnight.

"People are testy, the atmosphere is grim," state Sen. Bob Huff, R-Glendora, said. "Both sides can accurately point to the other side as being responsible."
