Article: RHE man to pay for battle over city codes

A Rolling Hills Estates man who has battled with the city since 2004 over code violations on his property will not go to jail - but he must pay the city $16,000, a judge has ruled.

Attorneys for both the city and the homeowner, Francisco Linares, did not seem surprised that Judge Sandra Thompson withdrew her threat to send Linares to jail for six months.

"We never thought jail was an appropriate penalty," said Martin Mayer of Jones & Mayer, the law firm that serves as the city's prosecutor.

However, that was the prospect for Linares back in the summer of 2007 in a Torrance Superior Court case that attracted widespread media attention.
