NORMAL - A bicycle-pedestrian master plan two years in the making won the support of the Normal City Council on Monday night but that doesn't mean it will be implemented immediately.

"The budget does not allow a lot of flexibility," said City Manager Mark Peterson. "We could look at high-benefit, low-cost solutions and at funding sources."

Rory Renfro, a principal member of Alta Planning & Design from Portland, Ore., the group that helped develop the plan, said the 20- year plan doesn't come cheap, but he offered several ideas that could be done quickly to make the community more pedestrian and bicycle friendly without costing too much money.
