Hailing the end of federal oversight of the LAPD, Los Angeles
city officials promised Monday there will be no backsliding on the
reforms implemented under an eight-year consent decree.
"This is an historic day," Mayor Antonio Villaraigosa said at a
City Hall news conference. "This is no longer your father's LAPD."
Negotiated in 2002 in the wake of the Rampart Division corruption
scandal, the consent decree mandated hundreds of changes in the
operation of the Los Angeles Police Department and the training and
performance of its officers.
The decree was lifted late Friday in a ruling issued by U.S.
District Judge Gary Feess, who shifted oversight of the department
